Free agent forward Robert Covington and the Philadelphia 76ers progressed toward finalizing a multi-year contract this week, but a deal has deteriorated as the two sides failed to agree upon contract length, league sources told RealGM.
Without an NBA deal, Covington is expected to sign a contract in the NBA Development League on Thursday, where several organizations plan to monitor the 6-foot-9 forward. The 76ers had offered Covington their standard, four-year proposal, with high contract guarantees, and both sides couldn’t agree to a shorter-term deal.
Covington was formally waived by the Houston Rockets over the weekend, despite being informed of a parting with the franchise early in October.
An undrafted prospect out of Tennessee State, Covington had a breakout season in the D-League a year ago, averaging 23.2 points, 9.2 rebounds and 2.4 steals for Rio Grande Valley and winning several awards (All-Star Game MVP, All D-League First Team).
He averaged 2.3 points and 4.8 minutes in seven regular-season appearances for the Rockets.

The New York Knicks have agreed to trade Travis Outlaw to the Philadelphia 76ers for Arnett Moultrie.
The 76ers will also acquire a future second rounder, as well as rights to swap another future second round pick.
Outlaw is likely to be released by the 76ers.
The Knicks have already waived Moultrie to make room for Travis Wear on their roster.
The Philadelphia 76ers have signed free agent forward Malcolm Thomas.
Thomas is entering his fourth NBA season, having been named an NBA Development League All-Star last season, while averaging 18.3 points, 10.4 rebounds and 2.33 blocks in 12 combined games for Los Angeles and Austin. In 2011-12, Thomas earned All-NBA D-League First Team and All-Defensive First Team honors.
Malcolm Thomas has agreed to a deal with the Philadelphia 76ers, according to sources.
Thomas will be a part of the 76ers' 15-man roster on opening night.
Thomas played eight games in stops with the San Antonio Spurs and Utah Jazz last season.
he Brooklyn Nets have traded guard Marquis Teague along with the 2019 second round draft pick, which was obtained from Milwaukee this past June, to the Philadelphia 76ers in exchange for guard Casper Ware.
Ware appeared in nine games for Philadelphia last season, where he averaged 5.3 points and 1.1 assists in 12.9 minutes per game.
Teague appeared in 40 games for the Bulls and the Nets last season, averaging 2.7 points, 1.0 rebounds and 1.5 assists in 11.1 minutes per game.
Michael Carter-Williams and the Philadelphia 76ers have a target return date of Nov. 13 against the Dallas Mavericks, according to a source.
Carter-Williams has been out since May after surgery on his right shoulder.
Carter-Williams averaged 16.7 points, 6.3 assists and 6.2 rebounds for the 76ers team that finished with the second-worst record in the NBA last season.
While Carter-Williams is optimistic about returning in Dallas on Nov. 13, Sam Hinkie and the 76ers could hold him out.
Thirteen teams voted against changes to the NBA draft lottery system, voting down the measure during Wednesday's Board of Governors meeting.
The Philadelphia 76ers and Oklahoma City were the two teams that led the charge against the system.
The Chicago Bulls and Washington Wizards were two of the bigger market teams that voted against the reform, while the Sacramento Kings voted for it.
The Phoenix Suns, New Orleans Pelicans, Detroit Pistons, Miami Heat, Milwaukee Bucks, San Antonio Spurs, Utah Jazz, Atlanta Hawks and Charlotte Hornets also voted against it.
"Several teams started to wonder about unintended consequences and voted no to be able to do further study," said one owner.
The Oklahoma City Thunder have joined the Philadelphia 76ers in opposing the NBA's proposed changes to the draft lottery system, according to a report from Yahoo's Adrian Wojnarowski.
Chris Mannix of Sports Illustrated reports that the Milwaukee Bucks will also oppose the proposal.
Sam Presti has attempted to warn other small-market executives that changing the system is a risky proposition for their franchises.
Uner the proposed new system, the worst four teams have a 12 percent chance at the first pick, No. 5 has an 11.5 percent chance, No. 6, 10 percent, and on down.
The changes have been triggered by a response to the 76ers' pursuit of high draft picks in successive seasons.
Presti's belief is that the changes would give big market teams another advantage.
"Everyone is too focused on Philly, on one team in one situation," said one sympathetic GM. "The only chance for a lot of teams to ever get a transformational player is through the draft, and eventually we are all going to be in the lottery, in that spot. The teams that'll drop from two to eight, or three to nine – that's just going to take the air out of those fan bases and franchises. They'll get little, if any chance, to improve.
"We are going to see more big-market teams who just missed the playoffs jump up and get a great young player at the top of the draft. And people are going to go "What the [expletive] just happened?"
The 76ers and Thunder need six more teams to join them in opposing the rule change before Wednesday's vote.
As one Western Conference GM said, "Then there will be no going back. I hope we know what we're doing with this one."
The Philadelphia 76ers, New York Knicks, Los Angeles Lakers and Boston Celtics each have just one player ranked in ESPN's top-100 list of NBA players.
Michael Carter-Williams, Carmelo Anthony, Kobe Bryant and Rajon Rondo represent their respective teams in the top-100.
The 76ers are the only team with only two players ranked in the top 250, while the Knicks, Lakers and Celtics each have at least three other players in the top 150.
In this two-part episode, host Daniel Leroux (@DannyLeroux) and Arturo Galletti of BoxScoreGeeks.com (@ArturoGalletti) go through the over-unders for all 30 NBA teams for the 14-15 season.
