It doesn't appear, according to Brian Windhorst, that the Cavs have made a formal offer to Evans, who has a $1.75 million offer from the Minnesota Timberwolves and also has received interest from his incumbent club, the Nuggets. The Nuggets wish to spend less than $3 million to avoid luxury tax penalties.
