A "bonus pool" of money for high-achieving young players with performance-based incentives is being proposed by the owners.
Rookie-scale players who make All-Star teams and win Rookie of the Year would receive incentives under the proposal.
The union wants players who have out-earned rookie-scale contracts to be paid more quickly than the current system allows.
Players such as Derrick Rose and Blake Griffin would be beneficiaries of this new arrangement.
