The Maloof family is expected to address the NBA Board of Governors on Thursday to explain its dissatisfaction with the non-binding "term sheet" that the Sacramento City Council approved in early March.

The Maloofs contend they never agreed to contribute $3.26 million toward environmental studies and other "pre-development" costs.

The stance of the Maloof has angered many city officials and business leaders.

Sources say a group of 25 business leaders were expected to release a letter to David Stern calling for new ownership of the franchise.

Mayor Kevin Johnson has also suggested an ownership change may be necessary.
