NBA Approves Draft Lottery Reform

The NBA Board of Governors have voted to pass draft lottery reform legislation.

The NBA draft lottery reform passed 28-1-1 vote, with the Oklahoma City Thunder voting against and Dallas Mavericks abstaining.

The three teams with the worst records will share a 14 percent chance of getting the No. 1 overall pick, a change from the descending percentages of 25, 19.9, and 15.6 in the current system. 

There was some hesitancy on the plan from small market teams.

The changes will take effect for the 2019 lottery.

NBA Pursuing Lottery Reform Due To Fan Feedback On Tanking

According to president of league operations Byron Spruell, "many fans continue to say that tanking is making them less interested in the league" and that is why they're pursuing lottery reform.

There will likely be a vote on lottery reform on Sept. 28 at the NBA's Board of Governors meeting.

The league needs 24 out of 30 teams to approve the new rules, which would begin in 2019.

"We are proposing that teams can no longer target finishing positions at the bottom, with a marginal difference in each seed from there on," Spruell told ESPN. "We need to continue to focus on competitive play and owe it to our fans and business partners to do that. It's the right time to take action."

Adam Silver believes draft lottery reform and new rules on resting players is critical for the perception of the NBA.

Board Of Governors To Vote On New Lottery System, Fines For Resting Players

The competition committee of the NBA has recommended proposals on draft lottery reform and for the resting of players.

Adam Silver has sought solutions to teams tanking and resting players in nationally televised games.

The NBA's proposed changes to the system would begin with the 2019 draft and include a smoothing-out of odds among the league's worst teams. Under the new plan, those teams would each have a 14 percent chance.

In the proposed resting legislation, Silver will have the discretionary ability to fine teams for resting players in several instances. Teams will be encouraged to rest players for home games instead of away games.

New Lottery Proposal Won't Start Before 2019

The NBA's competition committee will meet this week to discuss lottery reform. The proposal has three main elements.

- The three highest lottery seeds would each be allocated 14% odds to win the lottery, compared to the 25%, 19.9% and 15.6% for those three teams in the current lottery system. The odds for the remaining lottery teams will decrease more smoothly.

- The lottery will determine four picks instead of three.

- The new lottery system wouldn't start until the 2019 draft.

The proposal could be voted upon by the owners in September.

NBA Pushing For Lottery Reform

The NBA is aggressively pursuing lottery reform that could take effect for the 17-18 season.

Adam Silver is a strong advocate to de-incentivize tanking by implementing lower odds on the NBA's worst teams to gain the top picks in the draft.

The proposed measures would also increase the chances of better teams making a jump up into the draft lottery.

The team with the worst record can drop no lower than No. 4 from No. 1, but the NBA's currently proposed legislation could allow that team to drop from first to fifth in the lottery.

The NBA would also flatten the odds for the top-3 teams.

Small market teams could vote against the measures since it will become even more difficult for them to acquire star-level players through the draft.
