Adam Silver expects the NBA to have "full-throated conversations" in the offseason about implementing rules to eliminate the Hack-a-Shaq strategy.
Silver acknowledged that changing rules is difficult, but that the league must consider whether the Hack-a-Shaq detracts from the game's entertainment value.
"It's something that I'm on the fence about," Silver told ESPN. "My thought used to be that we should definitely change the rule, and then having sat through several general managers meetings, competition meetings and having heard from some of the game's very best, the view is the players should hit their free throws. That's changed my view a little bit.
"Having said that, when I watch some of these games on television, frankly, it's not great entertainment for our fans, and that's important as well. What I've said is we have another general managers meeting coming up in May, we have a competition committee meeting in June, and I'm sure it's going to be a hot topic of discussion. Then, we have an owners meeting in July, so I think at all three of those meetings we're going to be having full-throated conversations about what the right rules should be going forward."
The San Antonio Spurs used the strategy against DeAndre Jordan in Game 2.
"But at the end of the day, it's about the game," Silver said. "I used to run something called NBA Entertainment, but I always remind myself in my job now as commissioner and managing the league office, it's the game above all. So I think we have to [determine] what makes the most sense for the game.
"That's why I'm sensitive about guys being able to make their free throws, and I also find that sometimes it's a fascinating strategy. We're very conservative when it comes to changing the rules of the game. That's why changing the rules of the game requires more than the majority of the owners; it requires a super majority. So we've got to be very careful, but it is something that we're looking at closely."
A group led by Antony Ressler that also includes Grant Hill are progressing on a deal to purchase the Atlanta Hawks. The purchase price is believed to be approximately $850 million.

The NBA's nationally television ratings were down during the 14-15 season as several of their bigger market teams like the Los Angeles Lakers and New York Knicks struggled.
TNT averaged 1.67 million viewers for its complete slate of games, marking the net’s lowest figure since the 07-08 season.
TNT’s games were down 12% from last season.
ESPN saw game viewership decline 10% compared to 13-14, with the net’s average of 1.51 million viewers also marking a low point dating back to ’07-08.
Local viewership, however, was up overall by four percent. The 14-15 season marked a tie for the second-best regional sports network average for teams on record.
The NBA ended the regular season with around 39.9 million combined Facebook/Twitter users, up from 30.9 million at the end of the '13-14 season. That figure tops the NFL (22.7 million across Facebook/Twitter), MLB (10.4 million) and the NHL (7.0 million).

The NBA discussed potential changes to the current structure for the playoffs and lottery, but they've decided to leave the status quo in place for now.
Adam Silver says one idea that was discussed by owners was a play-in tournament.
Some have called for the NBA to switch to a top-16 format.
On lottery reform, owners again concluded "we are not ready for a change," Silver said.
Nike is close to agreement with the NBA to become their next on-court apparel supplier.
Adidas' deal with the NBA expires after the 16-17 season and they already announced they wouldn't seek a new deal.
Nike and the NBA still have "a million I's to dot and T's to cross," said a senior industry source, "but it's at that stage, as opposed to getting to the right number."
Adidas’ current agreement is valued at $400M over 11 years, and a Nike deal is certainly expected to surpass that in value.
Nike's deal will include the rights to put a manufacturer's logo on NBA jerseys for the first time.

Two frontrunners to buy the Hawks have emerged, according to the two people: a group led by Steve Kaplan, founder of Oaktree investment firm and a group led by Lions Gate Entertainment chairman Mark Rachesky, who is also the head of multi-billion dollar investment firm MHR Fund Management.
The owners of the Hawks bought the franchise in 2004 for just more than $200 million and could sell for close to $1 billion.
