The Charlotte Hornets did not offer Kemba Walker a standard max contract of $190 million over five seasons.
Walker was also eligible for a supermax extension.
"The fact was Charlotte's offer was significantly lower than even the normal maximum contract," said Shams Charania.
Walker plans on signing a four-year, $141 million contract with the Boston Celtics when free agency opens.
