The NBA and NBPA have reached a stalemate regarding the creation of an 18th roster spot.

The league's preference is for the 18th roster spot to be another Two-Way contract, which is restricted to players with 0 to 3 years of service time.

The union wants the 18th roster spot to be open to all veteran free agents, which would allow teams to pick from a larger player pool.

Teams can currently fill their 16th and 17th roster spots via Two-Way contracts only. There is some concern that opening up an 18th roster spot would create a competitive disadvantage for hard-capped teams.
