John Smallwood of the Philadelphia Daily News writes that, with the development of the National Basketball Developmental League and the recent trend of highschool kids opting for the NBA, the NBA needs to allow kids to develop in the minors.  As it now stands, you must be 20 to play in the NBDL, which defeats the purpose of a developmental league.
