The Pioneer Planet reports that David Stern has given the all-clear for Minnesota to negotiate with Joe Smith.

The Wolves, who were stripped of five first-round draft picks (the 2003 pick was returned) and fined $3 million last year by Stern for their improper signing of Smith, recently checked with Stern to make sure there would be no misunderstanding if Smith were to return to Minnesota. Free agents can be signed beginning Wednesday.
