That is the advice of Tim Hardaway's Agent, Henry Thomas.  If they Bulls want to be successful in the free agent market, they have to start winning on the court to even be a chance.  "The way the current system works, teams cannot exceed the maximum salary for impact free agents," Thomas said. "As a result, it's not a matter of whether they'll get top dollar but from where they'll get it. If the money is similar between two teams, an established player almost always will sign with the better one even if it means slightly less money."  This comes after Chicago native Tim Hardaway signed a three year, $10 million contract with Dallas after the Bulls showed a little interest, reports the Daily Southtown.
