Dwain Price of the Star Telegram reports that Charlie Bell, whose 10-day contract hit a snag due to his prior commitment to an Italian team, was signed by the Dallas Mavericks for the remainder of the season instead.  Bell was immediately placed on the injured list with a sprained ankle and Donnell Harvey was activated.  The Mavs previously only had 11 active players.

Also, Leon Smith (who recently signed with the Atlanta Hawks) still counts against Dallas' salary cap.  His cap hit this year is now $517,360.  The Mavs agreed to pay Smith $100,000 a year for 10 years when they waived him.
