The Memphis Grizzlies have made a proposal to the city of Memphis offering to accept responsibility for any cost overruns in exchange for greater control over building design and construction.

The New Memphis Arena Public Building Authority is the body in charge of overseeing the project.  Geoff Calkins of the Memphis Commercial-Appeal reports that the Authority's chair, Arnold Perl, says a proposal has been submitted to city and county attorneys.  Evidently the two area mayors working on the project agree in principal.

In the related piece, Calkins contemplates the pro's and con's of accepting such an agreement.  He notes the Grizzlies' proposal is the same as one they rejected prior to the parties agreeing to the current arrangement.  

Have the Grizzlies decided the public bodies are moving too slowly?  Or that the Authority will want design features contrary to what the team wants?
