K.C. Johnson of the Chicago Tribune is reporting that a trade sending Charles Oakley from Toronto to Chicago is drawing close to completion.  The trade would result in Oakley returning to the team he first played for.  The trade would see the Raptors get Brian Skinner, who wouldn't get to wear a Bulls uniform after being acquired in the Brand/Chandler trade.  The Bulls would receive power forward Charles Oakley and a second round pick.  Before you say to yourself 'thats highway robbery' keep in mind that by removing Oakley from their books for next to nix the trade will help the Raptors avoid the dreaded Luxury Tax.  They will be getting close to the luxury tax after agreeing to lucrative deals with Antonio Davis and Jerome Williams.  Another perk for the Raptors will be the nice Trade Exception the team will be awarded.

Speaking of Toronto's signings, Jerry Krause is trying to cash in even more at the Raptors expense by stepping up his pursuit of free agent guard Alvin Williams.  Williams would like to return to the Raptors but with so much money already allocated it isn't a sure thing.
