On Friday the Chicago Bulls announced they had acquired veteran Charles Oakley and a second round pick from the Toronto Raptors in exchange for forward Brian Skinner.  Now, according to the Chicago Sun Times, after Oakley spent over an hour on the phone talking to Jerry Krause he left a number of messages on Toronto free agent point guard Alvin Williams' voice mail.  While most believe that Williams will return to the Raptors, Oakley believes that the Bulls have a better chance than the Raptors to sign the rising star.  ''Charles thinks there's a better chance of the Bulls getting Alvin than Toronto,'' said Oakley's manager, Billy Diamond. ''Charles is trying to recruit Alvin to the Bulls.''  Other options that the Bulls are exploring for the point are free agent Tim Hardaway and Portland Trailblazer Greg Anothony, whom the Bulls would trade for.
