Barry Jackson of the Miami Herald has a rebuilding plan for the Heat.

Some parts of his plan include.

The first step is obvious: Unless the Heat is offered a franchise player younger than 30 in return, do not consider trading any future No. 1 draft choices. The Heat's draft picks haven't been as valuable since the franchise's early years.

The Heat needs to identify young veterans, particularly scorers, whom teams would be willing to move. Washington would probably deal guard Courtney Alexander, 24, who averaged 24 points last April but is now buried on the bench. But as of late last week, the Heat had not made an inquiry, according to a Wizards source.

Equally important: Unless an All-Star player is being acquired, don't bring in contracts that run beyond next season. In the summer of 2003, Alonzo Mourning will be a free agent, and the Heat will have more than $20 million in cap space.
