Mayor Oscar Goodman of Las Vegas has a vision of landing an NBA team for his city.  But Scott Soshnick of Bloomberg.com reports that gambling is still the biggest obstacle.

The NBA doesn't want a franchise in the center of gambling.  The city's solution is the so-called 'UNLV solution.'  This means people can bet on the NBA, but not on games involving the Las Vegas team.  

While Mayor Goodman says, "I believe in my heart and soul that [David Stern] would probably go for a UNLV-type rule,'' Stern responds by saying, "I didn't know that Oscar had turned into a fortune teller.  Our consistent policy is a matter of record.''

A minor obstacle is that the city's gambling industry doesn't want to restrict games its patron can place money on.  And of course there's the inevitable building.

But Mayor Goodman says, "The Dallas Cowboys used to be America's team. The Las Vegas Whatevers would be the world's team.''
