Bloomberg reports that a Wisconsin man has sued NBA commissioner David Stern for stealing his idea to come up with its jr. NBA program.

Brian Mann claims he presented a copy of his business plan to the NBA and the Milwaukee Bucks.  He also claims that the Bucks' Ray Allen -- active with jr. NBA -- knew about his plans.
