Charles Oakley does not think the Raptors are getting a decent return on the money they spent last summer.

"(The Raptors) are questioning themselves -- not because I'm gone, (but if) you spend money, you want to see a difference," the veteran Chicago Bulls forward said in Cleveland this week. "I don't think they see a difference.

"I'm surprised (the Raptors are playing .500 basketball). I thought they were going to win 50 games easy. They paid out 200 million dollars over the summer. For that kind of money, you don't want to be struggling."

During the off-season, the Raptors signed Vince Carter, Antonio Davis, Alvin Williams, Jerome Williams and Hakeem Olajuwon to long-term contracts. They also traded Oakley to the Bulls.

"It takes time," Oakley said of the Raptors. "They should make the playoffs. But if you spend money like that, you're supposed to go to the Eastern Conference final or the (NBA) final.
