Liggins, 6-6, 209, appeared in 27 games (three starts) for New Orleans last season after being originally signed on January 10, averaging 1.6 points and 1.0 rebounds in 9.0 minutes.

Ryan Anderson agreed to reduce the guarantee on his $21 million salary for the 19-20 season from $21 million to $15.6 million as part of the Houston Rockets' trade of him to the Phoenix Suns.
For the Suns, the $15.6M represents Brandon Knight's salary for the 2019-20 season.
The Suns will have to decide by July 10, 2019 on guaranteeing the full amount for the final season of Anderson's contract, or they can waive him and owe him the $15.6 million.
Anderson could recoup some of that money if he's waived as teams enter 2019 with more cap space.
The Oklahoma City Thunder will use the waive and stretch provision on Kyle Singler.
The Thunder will save $23.4 million in luxury tax payments by stretching Singler's $5 million salary.
The San Antonio Spurs have agreed to sign Chimezie Metu to a three-year rookie deal.
Metu was the 49th overall selection in the 2018 NBA Draft out of USC.
Metu averaged 11.4 points and 7.6 rebounds in 21.4 minutes per game in Summer League with the Spurs.
Kyrie Irving was traded by the Cleveland Cavaliers to the Boston Celtics last offseason.
While Irving's first season seemed to go well outside of his season-ending injury, there has been speculation that he might not re-sign in 2019.
“I still would take Boston against the rest of the field," said Adrian Wojnarowski. "I would for this reason: I still think in the end there comes a moment of truth when you look around, and you have to make a decision about somewhere else. And when you really start inspecting the questions that are in almost any other circumstance he'd go to, you would say: ‘Boy, it’s pretty good here.’ …"
Wojnarowski spoke about the possibility of Irving going to the Knicks and his belief that a top player will sign with that franchise.
"I still think Boston is in position from top to bottom. If he's healthy and that team achieve, I still think it's going to be really hard to walk away from this.”
The Philadelphia 76ers have signed Anthony Brown to a training camp deal.
Brown was on a two-way contract with the Minnesota Timberwolves last season.
Brown averaged 18.9 points, 4.8 rebounds and 3.6 assists in 45 games in the G League last season.
The Memphis Grizzlies have waived Kobi Simmons from his two-way contract.
Simmons went undrafted in 2017 out of Arizona.
Simmons averaged 6.1 points, 1.6 rebounds and 2.1 assists in 20.1 minutes per game last season with the Grizzlies.
Tom Thibodeau said he's "very optimistic" the Minnesota Timberwolves will sign Karl-Anthony Towns to an extension before the start of the regular season.
Towns could sign an extension worth as much as $187 million.
If Towns doesn't sign an extension, he will become a restricted free agent in 2019.
“We know how important Karl is to the future of the organization,” Thibodeau said.
The relationship between Towns and Thibodeau has been a point of discussion this offseason.
The San Antonio Spurs have agreed to a one-year deal with Quincy Pondexter.
Pondexter has been limited by injuries over the past few seasons.
Deng Adel has agreed to sign a camp deal with the Minnesota Timberwolves.
Adel went undrafted out of Louisville.
Adel averaged 8.3 points, 1.8 rebounds and 1.3 assists in 21.2 minutes per game in Summer League with the Houston Rockets.
