The Philadelphia 76ers have signed Ricky Council IV to a two-way contract.

Council, 22, saw 25 minutes of preseason action across three games for Philadelphia, tallying 10 points, five rebounds, and two steals. He scored four points on 2-of-2 shooting vs. Boston on Oct. 11.

During the 2022-23 collegiate season with Arkansas, Council ranked fifth in the Southeastern Conference with a team-high 16.1 points to go along with 3.6 rebounds. The All-SEC Second Team selection scored in double figures in 31 of his appearances, while reaching the 20-point mark on 11 different occasions.

In a related move, the 76ers have waived Azuolas Tubelis.

The Charlotte Hornets are signing Ish Smith, sources told Shams Charania of The Athletic.

The 35-year-old appeared in 43 games for the Nuggets last season.

The Hornets waived Edmond Sumner to make space for Smith. 

The Washington Wizards waived Xavier Cooks and Taj Gibson ahead of the start of the NBA season.

The Wizards now have a full 15 player roster.

The team signed John Butler Jr. to a two-way deal earlier in the day. 

The Philadelphia 76ers have waived Montrezl Harrell.

Harrell is recovering from a torn ACL and meniscus in his right knee.

The Sixers are facing a roster crunch, necessitating the decision on Harrell.

The Houston Rockets have waived Jeremiah Robinson-Earl.

Robinson-Earl has averaged 7.2 points and 4.9 rebounds in 20.7 minutes over 92 games in his first two NBA seasons.

Robinson-Earl was traded by the Oklahoma City Thunder to the Houston Rockets as part of the Kevin Porter Jr. trade.

The Phoenix Suns are planning to waive Keon Johnson, sources told Adrian Wojnarowski of ESPN.

Johnson was traded to Phoenix as part of a three-team deal involving Damian Lillard. 

The Toronto Raptors signed-and-waived wing Omari Moore. Moore had previously been waived from a two-way contract with the Milwaukee Bucks earlier in the week.

Toronto will incur a one-day cap hit of $6,434 because Moore was signed and waived after the October 21 deadline. Moore is now expected to play for Raptors 905 of the G League this season.

The Oklahoma City Thunder waived forward Jack White. The Thunder will eat a $600,000 cap hit for this season, unless White is claimed off waivers.

Oklahoma City's roster now stands in regular season compliance with 15 players on standard contracts and three players on two-way contracts.

The Boston Celtics have signed forward/center Nathan Knight to a two-way contract. 

Knight (6-10, 253) has appeared in 108 career games (two starts) with the Atlanta Hawks (2020-21) and Minnesota Timberwolves (2022-23). He owns career averages of 3.7 points and 2.0 rebounds in 7.8 minutes per game while shooting 47.6 percent from the field.

The Syracuse, NY native was a three-time Lou Henson Mid-Major All-American (2018, 2019, 2020) during his four-year colligate career at William & Mary, where he averaged 17.1 points, 7.7 rebounds, and 2.1 assists in 125 games. 

In a corresponding roster move the Celtics have waived guard Jay Scrubb.

The Washington Wizards have waived Devon Dotson and Michael Foster Jr. from their Exhibit 10 contract. Washington also signed-and-waived Hamidou Diallo, Malik Fitts and Gabe Kalscheur.

All five players are expected to join the Capital City Go-Go for the G League season.

The Wizards still have to make two more roster moves ahead of the roster compliance deadline on Monday, October 23. Washington is currently carrying 17 players on fully guaranteed standard contracts. That is two above the regular season maximum of 15 players on standard contracts.
