The city of Minneapolis and Timberwolves owner Glen Taylor are moving toward agreement for the city to spend $14 million to spruce up Target Center.

Mayor R.T. Rybak said Tuesday that the city money will come from development funds. He said the period of time over which that money will be spent is being negotiated.

Taylor, who has expressed frustration over the city's maintenance of the 13-year-old downtown arena, said he is satisfied Rybak is fulfilling obligations to update the city-owned facility.

Over the past three years, Target Center has lost ground to St. Paul's Xcel Energy Center.

In addition to the city funds, Taylor will spend $4 million to install a new scoreboard, advertising-laden video boards on the facia of the arena's upper deck and a massive video board outside the arena. The scoreboard will be in place for the upcoming Wolves season, as will a new parquet-style court.
